The U.S. Army Technical Center for Explosives Safety (USATCES)

was established in 1988 by a General Officer Steering Committee (GOSC) formed to review the Army's explosives safety program. Our challenge is to implement sound vigilant explosives chemical agent ordinance and explosives (OE) cleanup safety principles while maintaining an acceptable balance between absolute safety and total disregard for risk of life and property in an inherently hazardous mission.
